bug release memory

Hello, When i open a psd file(or any file) in Photoshop CS, Then Photoshop uses more memory, that’s normal I believe. But when I close this file Photoshop does not release the memory. Instead when opening the file again, more memory is taken. Is this a bug? and can it be solved?

My PC configuration

Pentium IV
512 RAM
Windows XP Pro

PS will hold onto the memory until the program closes. This saves time in not having to reallocate it once it’s allocated.

It also prevents the address space from getting fragmented, which would prevent the memory from being reallocated.
