How do i select an item on an angle with the Marquee tool ? Or is there a different way to select items that are not 90 degrees

Do you mean a rectangular selection, where the sides are not parallel to the image?

If so, the answer is yes. Just draw the rectangle, the click on Select/Transform Selection [or right mouse click on the selection …]. You can then change the size of the selection and rotate it.

You have scads of ways to make a selection with PS. I think you want the polygonal lasso tool.
