make selection of multiple paths

Previously, I could draw paths within paths and then use Make Selection which would encompass all the paths. Like drawing a path around an doughnut and having the hole knocked out in the center with the selection. Now, I can’t get that to work. I just get the outer path in the selection.

Any suggestions for this half baked artist.

With Pen tool selected there are four icons on the Options Bar to the right of Auto Delete that control the behavior of Paths.
