How do I replace an icon colour I have with a specific rgb value?

This icon has the value r38,g62,b39 but needs to have r35, g87, b74. It’s quite small so I want to keep the antialiasing.

I’ve tried replace colour but it doesnt allow specific values…only Hue Sat Light.

If you click on the foreground colour and put your rgb values into the color picker pop-up it will give you the colour you need.
You can then apply it to your image as as a fill or paint it on.
