How does one make this effect with the colors on Photoshop 7 using pics from a Sony camera?

I’m guessing you mean the differing levels of focus on the faces. It is done in the photography, using a fairly wide area lens with a fairly high f-stop, which gives a limited depth of focus.

You might be able to copy the effect with PS by masking faces and applying differing amounts of blur.
