Straightening an image?

Help, I have "broken" a very useful tool and I do not know how.

You should be able to straighten an image by selecting the measure tool, drawing a horizontal (or vertical) line, then select rotate arbitrary and the correct value will be automagically filled in. That value is no longer filled in, I have to type a value in there (the last used shows up). How can I revert to the original behavior?

Draw the line along the angled edge of the image you want to straighten and then click arbitrary and it will give you the degrees to strighten the image. Dont make a horizontal or vertical line with the measure tool or you won’t get an angle.
