Gif is a single file format, although you can make an animated one.

You make a slide show in PDF format with Elements.

Any number of programs can do slide shows and it doesn’t matter if the files are GIFs. To name but a few:

PowerPoint, Open Office Impress (free), IrfanView (free), PowerBullet Presenter (cool, and free), JAlbum (cool, and also free), and hundreds more. Nearly any graphics viewer such as IrfanView can do them.
