Can not Save file

"Can not save because the is already in use or was left open" I did a forum search and did the suggested of change psicon.dll to psicon.old , but it did not help. I still get the same error msg.I have both PS7 and PScs and it happens in both progms.
Running Win XP Home.Can someone help?

restart the system after renaming the file.
