Google "photoshop tv scanline" and you’ll get a number tutorials if you’re so inclined to do it yourself.

what’s good about actions vs. plug-ins is you can step through them and learn to do stuff manually that can be applied to different problems.

Here’s a real simple plug that’ll do grids, boxes, and scanlines in a coupla cliks.
