Please forgive me if this is a basic question, but what’s the difference between: (a) duplicating a layer by dragging it to the new layer icon in the layers palette, (duplicate layer) and (b) hitting ctrl/J? (layer via copy). Cheers,

If there is no selection: nothing. If there is a selection, CTRL-J will only copy the selection to a new layer.
