Can you copy a mask to another layer? I want to apply the same mask to a different layer.

Yes. How depends on what version of Photoshop you have. If CS2, just option-drag the mask to the layer to which you want to copy it. If earlier versions, highlight the target layer, then drag the mask to the new mask icon at the base of the layers palette.

In the Layers palette, highlight the target layer, drag the mask down to the mask icon at the bottom of the palette. That’s one way.
