Erratic window behaviour in CS

With PS CS and Win XP Pro, sometimes the "Resize Windows to Fit" checkbox stops working, and zooming in and out leaves the current window the same size regardless of magnification.

I can’t detect any particular circumstance associated with this behaviour and sometimes one open file displays it while another open at the same time doesn’t.

Closing and reopening Photoshop cures it.

Anyone seen this or have an explanation?

Indeed John, I’ve the same problem and when in zoom mode and you press "actual pixels" and zoom out one click, instead of 66.67% I get something crazy like 42.73%. Another click should be 50% but No! 28.55%.

I’d assume this is being looked at. XP Pro here also.
