Absolutely,in fact if you go to the ‘window’ pull-down menu under ‘workspace’ you can save various configurations of the palettes. (I have one for retouching, one for mural-work, one with a large browser window, etc.) Just open Photoshop, put your application window where you want it and drag your palettes to the other monitor arranged however you like.

I do this on my dual monitor set-up. It works great.
