when writing with the pencil tool smooth arc sections in the hand written text are converted into a series of short arc segments which makes the hand writing appear as though it were written by a shaking hand. is there a fix or setup to resolve this?

I think this is because PSE is a rastor program, not a vector one. The image is comprised of a grid of little, teeny, tiny ‘boxes’ (pixels). Lines on the diagonal are actually built like steps. Make sure you have ‘anti-aliasing’ option ticked in the box near the top. PSE is not the best program to use for text, period.
