In the custom shapes there are a collection of text bubbles. Draw one and then experiment with Layer Styles. There are neon and glass effects that might be what you are looking for. After you get your bubble looking how you want, do your text layer over it. You can then apply a different layer style to the text mode or try putting the text layer in overlay blending mode to make it blend with the bubble.

There is a book with CD which has a lot of static, electric, and other effects described in it and ready for use. It is: Photoshop Elements 2 Special Effects by Al Ward. I obtained it from Amazon and am very pleased with it.
