I think there is a way to disable this. (I’m using Photoshop CS, ver. 8.0, on Windows NT, Acrobat ver. 6.0.)

In Acrobat: Preferences/Convert From PDF/Tiff/Edit Settings:

Change the compression from Monochrome CCITT to "None"
