How do I use the Line tool in CS?

I need to draw a pinstripe in a PS layer. In 5.5, it was simple – I would select a layer (either new or existing), draw in the pinstripe, use the magic wand to select it, fill in, and I was finished. Now, I’ve "progressed" to CS, and when I draw a line in ANY layer, the layer becomes a "Fill" layer, and as such, will not allow me to edit the pinstripe with the magic wand, or do anything else with it for that matter. What gives? Do I need a special layer or something?? In short, how do I get a layer to simply allow me to draw a pinstripe, then edit the pinstripe? Help!

Look up at the option bar and pick the option you need for the line tool! No?
