Why are my prints are about 10% bigger?

I’ve been using Photoshop Elements for a year or so now and basically use it to print out photos. Printing 6×4’s has been no trouble up until now, but PE wants to print them about 10% bigger, hence cropping the edges. Even if I create a new image as a test print (10cm x 1cm @ 300dpi) it comes out about 11cm long. This has worked flawlessly before – what have I done? This additional scaling happens whichever printer I use.
