Am using CS and WindowsXP on a Dell Inspiron

I am having similar problems with the painting tools freezing. I have reinstalled numerous times with virus programs disabled and PH. works but only while the program stays open. Once I shut down, I’m back where I started. I’m able to crop, rotate, etc. Layer masks are unavailable, as is eraser. Any help would be great!
