adding a 0 is not a solution for a major design problem. I open around 1300 images a day and adding missing 0’s would take too long.

You can arrange images into whatever order you’d like using Photoshop’s Web Photo Gallery, without needing to rename anything: just drag them around in the File Browser (or choose to sort by name, date, etc.), then choose Automate->Web Photo Gallery.
