How come I dont have preset/layout files

Hi there…
I am trying to create a Picture pacakge. When I go to file>automate>picture pckage error comes "can not find any layout files in Presets/Layouts"

How can I get those…I tried to Uninstall the photoshop CS and re-install it….but no luck… please help
