designing for interactive tv

I am designing for interactive tv and I am using the new PS CS non square pixel option. I chose 720X576(pal System–1.667 ratio). I just do not understand, is this option just for viewing purposes or do I still have to shrink the photoshop file to make it look good on video.
According to the BBC design style guide for interactive tv I need to use pal setting of 768×576(other option in ps cs) then shrink it to 720, horizontally.
Can anyone help me understand this better? I hope I was clear enough 🙂 Thanks your kind help

Non square pixels…IS…there so you don’t have to clip the image for the PAL standard.
