Does anyone know if Elements 2.0 has a setting to change the drop shadow color from the default black to something else? I am trying desperately to give black text a white drop shadow. Thanks.

No but… there’s hope!

Create a duplicate of the layer onto which you’d like the drop shadow applied. Make it invisible for the time being. On the first layer, apply the drop shawdo. Simply the layer. Using the Hue / Saturation tool, boost the the lightness to +100 (this will make everything white) and click on colorize. Make the duplicate layer visible, and make sure it on top of the first one. There you have it! A white drop shadow underneath a regular colored no-layer-style-applied layer.

Creating a shadow can be done without using the presets.

Duplicate the layer of the object that you want to have a drop shadow. Using the lower level do a Gaussian blur and apply what ever colour you want to it (order of these two doesn’t matter) then move it around use picker finally use the opacity slider to fine tune it.
