Before I "try & buy" Photoshop Elements, can I use it to create 3D lettering with chrome and shadowing effects?

Rick, the answer is "Yes". Check out the pages of the book in the attached link; it shows you what can be done. Incidentally, the book (Photoshop Elements 2 One-Click WOW!) is highly recommended.
