appearance of cursor or tool

When I am using the burn or dodge tool, the cursor no longer shows a circle to help me edit the image. I have tried to reset the tool, but I can’t get the cursor to change from cross-hairs back to a circle of the appropriate pixel size. How can I reset this?

This generally happens when you have your keyboard Cap shift lock on.
