Can Picture Messages be made entirely in photoshop. I’m talking about converting people’s photographs to mobile phone picture messages. i have tried "save for web" to gif and changing to "indexed mode" but wasnt happy with the result, is there a better way.

I have no idea, but why not take a picture on your phone and send it to yourself. Then you would have the format, size, and could compare what’s on the screen with what’s on the phone.
