When I checked out the sys requirements for Photoshop Elements, 10.2.8 was not listed. Is PSE compatible with 10.2.8? Does PSE run in classic or in OS X ? Thanks

Yes, it’s fully compatible up to and including Panther. It’s just that Mac hadn’t released that operating system yet when Adobe began to market Elements.

I am running OSX 10.2.8 and PSE 2 works perfect.
