There are probably lots of different ways of achieving this, but one that works is to crop/resize your image to the actual image (not picture) size. Then increase the canvas size to your actual print size and fill the new blank area with the colour you want. For example, for a final 5"x7" print with a 1/4" border – crop to 4.75" x 6.75" and then go to canvas size and increase to 5"x7" leaving the default directions as emanating from the centre.
