F7 brings up Gaussian Blur, not Layers Palette. Why?

I have no idea how this got changed and can’t figure out how to change it back so F7 brings up the Layers palette. A little help here?

I solved the problem by discovering that an action I had installed was responsible. Deleted the action. All is well.
