Is there a way to do this across linked layer sets, each containing numerous folder sub-levels? It’s tedious to search for 1 locked layer beneath 7 folder levels just to move an entire linked-set.

Option Click in the Chainlink Area in the Layer you are on.

Option clicking the chainlink in the layer you are on will only delink that particular layer from the chain. The rest of the layers will stay chain together. It is the equivalent of command-shift click on an item in the layer with the move tool.

Link all your locked Layers.
From the Layers palette flyout, choose "Lock all layers" When the next dialog opens, click to unlock (or lock).
All linked layers will be affected.
