All I can think of is a permissions problem (or a crack copy of PS!) Try to repair permissions on your OS HD and see if it helps. (Re-boot off your OSX install disk, select Disk utility – select your OS HD from the list and select verify/repair permission.)
NB: this will need doing even if your OS is freshly installed and everytime you upgrade.
If this does not work, try a clean install (again) and only install PS – this may indicate if it is a conflict with other 3rd party software – and see how you go.
