Photoshop CS2 creates .xmp Photoshop Elements file when opening Raw image

After working on a raw image and then clicking on open, Photoshop CS2 automatically creates an .xmp Photoshop Elements file in the finder where the original file is located. Why is this happening and how do I stop it?

the .xmp is a side car file that stores metadata about the file.

Is there any way to prevent the creation of this file, or have it automatically stored somewhere else??
