Clip board problem

I am recently noticing when I open up photoshop, I get a dialogue box that says "Could not import clipboard because there is not enough ram"- Now I increased the RAM usage in preferences, but I still get the same message– btw, I have a dell dimension 8400 w 226.48 gb free space and 1gb memory ram.Can anyone help with this problem?
