Rectangular Marquee Tool will not drag after copy.

Has worked until recent. After choosing COPY and the mouse arrow changes to + with a sub – sign instead of the arrow to move copied item. Tried Re starting, no help. When putting +- inside selected area and dragging a new box is formed which is removed from original rectangle when clicked.

System: Mac G4 with OS X using Photoshop Elements 2.0, Version 2.0. Please keep answer simple as I an not very proficant with computers.
