Trouble With Saving Quality

I save a photo that I have made and I re-open it with Preiew, the image seems smaller than what Photoshop claimed was %100 magnification and the pixel quality seems to be less and not so crisp as in a Photoshop windows. Any clues? And what role does the DPI play in the way the picture is saved?

Preview shows at approximate print size.
100% view in Photoshop does not equate to print size, but to actual pixels.

there is no DPI in a photoshop file.

its PPI (pixels per inch)
