Is there a way to create an photo avatar in CS2, forums require a 120 pixel by 80 pixel file no bigger than 19 KB, my RGB jpegs seem to bottom out around 92 KB, is there another method?

Yes.

Use Save for Web instead of "Save As…" JPEG.

This will strip out much of the file bloat (thumbnails, icons, previews, etc) that ride along with a "Save As.." JPEG.

You should be able to whittle that file down to 6-8KB at very good quality.
