Clone stamp tool is not working

Clone stamp tool is not having any effect although history shows it has been used. Other tools seem to be working ok.

OSX, 10.3.9, 1.8 GHz, 1.25 GB DDR SDRAM, 23 GB of free disk space

Are you cloning off a blank layer?

have you trashed your prefs?

Does it work in a new user?

Have you checked the tool’s settings in the option bar?

Are you trying to clone outside of a selected area?

Are you trying to clone into transparent areas with Transparence Pixels "locked" in your Layers palette?

Thank you all for your help and advice. The main reason for my troubles was to silly too mention: "Opacity" was re-set somehow to 10% and I could not see any results. As you can see I have a long way to go.
I have learned a few things from your posts. Regards
