tool bar missing

I have a question for you I am in Photoshop and I have
to tool bar present but it has no tools, it is small
and only has the feather picture. When I go to
window>tools it disappears. When I do it again it
comes back but still with no tools. When I press the
top nothing happen. When I press the feather it goes
to the Internet. When I press the bottom small line
nothing happens.

Double-click on the bar above the feather. It is "windowshaded". Lots of the palettes in Photoshop do this. It’s a holdover from a standard feature on the older Mac OS, a feature I kind of miss.
