All Images Start Partially LOCKED!

Please explain what indicators are leading you to the determination that a file is "partially locked." How does this differ from "fully locked" or "fully unlocked?" What does this so-called partially locked condition prevent you from doing with your file?

Well… I tried to use the clone, the healing brush, any brush to draw anything and nothing was responding. There was a hollow lock on the layer indicator and when I held the pointer there, it said "Image is partially locked." That was then. NOW, it seems to work and I could modify an image. The only change that I made was to the scratch disk. Somehow, that defaulted to my C: drive even though I had had it set to my D: drive previously. Maybe that enabled me to get some work done on an image???
