Windows says that the ADMUI3.fon is an invalid font file

I am using Photoshop Elements 2.0 under Win 98SE. Upon starting, I get a meesage that a required font was not installed and then it notes that the font file missing was Adobe UI. According to the document on that subject (techdocs/147a2.htm), the ADMUI3.fon is the file that is the missing file and it is found in my Required Folder under Photoshop Elements 2.0.
When I try to drag it to my font folder, Windows says it is not a valid font file.

I have only about 75-80 TT Fonts in my Windows/Fonts folder. Other folders contain other fonts for specific programs such as Print Shop 20.
I have 384 MB memory, 120GB hard disk in a Gateway 550 MHz computer.

What do I need to do to get Photoshop Elements to load the ADMUI3.fon font file?
