Flipping a path???

Why is it that sometimes (And always at the worst possible time) the "Flip" commands in the "Transform Path" menu are greyed out and cannot be used?

I have a path or segment drawn, it is selected, and I go to Edit>Transform Path, but the Rotate 180, 90CW, 90CCW and both of the Flip commands are not available.

What am I missing???

I’m not sure why that is, but if you do Free Transform (Command-T) they will be available in the Right-click Menu. Never noticed that before since I rarely go to the menu up top.
