Problem with crop tool

When I activate the crop tool, handles appear on the four corners of the dotted rectangle, but there are no handles on the center of the four sides of the rectangle. How can I access these handles on the sides of the rectangle?

If you are cropping to a certain size the "handles" will not be there. Try clicking on the clear button to the right side of the tools option bar.
