This problem is caused most of the time by AOL. If you use AOL go to control panel and then "Internet Options" then click on the "Programs" file folder tab. near the bottom is a box that says "make sure IE is the default browser".
Put a check in there and then the next time you open IE it will be default and you should get to the help files from within PSE. (online or not)
