Scanning photos into PC, add caption underneath pix and then burn to CDR. Will Photoshop Elements do it or do I need Album bundled?

You could add a caption to a picture by enlarging the canvas and putting your text in the added portion. Go to Image>Resize>Canvas to increase the size — the nine little boxes let you designate where you want the size added. For example, if you wanted the caption under the picture you would click on the top middle box and space would be added centered under the current image.
