More specifically – Control Click on the layer name of the layer that you want to put into a new document (yes control key – the one far left if you are on a mac) and choose duplicate layer. From the dialog that pops up, under destination, choose new.
You can also set an action which will do this whole thing automatically with one key press. In your action This step will be called "Make document using current layer"
