Resizing without changing proportion

I’m a new Elements user and I have been resizing images using the "Move" tool. Is there a way to resize an image using this (or any other) tool and not lose the proportions of the image?

Image>Resize>Image Size. Make sure constrain proportions is checked

If you are using the Move tool, you can constrain the shape if you hold down the Shift key as you drag from a corner. Holding down the CTRL key allows you to distort the shape if you grab a corner. Always seemed backwards to me, but that’s the way it works. 🙂
