I have a background. It’s colored, and I need to put a picture on top of it without the white background. I can’t seem to do this. >< Anyone have any recommendations on how I should get my picture on the background?

If I understand your issue correctly, you need to select only the portion of the picture which you want to move and paste it or drop it onto the colored background. Use a marquee or lasso tool to make the selection, copy and paste it onto the correct background, and use the eraser to clean up any extra pixels on the edges.
