Moving Layers Palette to Work Area

I’m very new to Adobe, and struggling!
My Layers palette is stuck in the palette well, how do I move it back into the work area? I have scoured the anual and it says to drag it, but I can’t! I am on windows 98, and have Photoshop Elements 2.0.

Click on its tab (where the word Layer is) and drag it where you want it to be.

Frank,

You should be able to grab it using the Ray’s instrucions but if you still can’t sort it out just do Window>Reset Palette locations.
