Printing White Space Problem

If I print a graphic from within photoshop the white space around the graphic looks perfect. However, when I save the graphic as a jpg or a tiff and print the image, the white space prints as light gray specks. Any suggestions?

What application are you printing from after saving as JPEG or TIFF?

I have tried to print it from Publisher, Word, and even the XP picture viewer. Thanks for your help.
