Any way to have a sort of "transformation layer"?

Is there any way to create an adjustment layer which acts as a kind of a "transformation layer" (I’m inventing that term), in other words, it applies a transformation (e.g., scaling) to a layer, so that you could turn on and off that adjustment in the Layers palette at will, to play around with what size you want the final image to be, independent of other adjustment layers that you might have applied?
